When a victim reports a rape and undergoes a forensic exam, the rape kit is handed over to law enforcement. Law enforcement then sends the kit off for DNA testing. The results of that analysis can help catch a rapist. At least, that is what is supposed to happen.For an estimated 400,000 victims, their case was forgotten about. Their rape kit was left on a shelf or in a storage or in a warehouse. And their rapists were allowed to walk free.
